PPWR Responsibilities Explained

The Packaging and Packaging Waste Regulation (PPWR) is reshaping packaging compliance across Europe — and one of the biggest challenges for businesses is understanding who is responsible for what. PPWR uses specific legal definitions for supplier, manufacturer, producer, importer and distributor, which often differ from everyday industry terminology.

Why your role matters

From August 2026, new requirements will apply across packaging compliance, technical documentation, declarations of conformity and extended producer responsibility (EPR). Not every organisation carries the same obligations, so identifying your legal role is essential.

The five PPWR roles

Supplier: Provides packaging materials or components and supplies material specifications and substance information. Not responsible for conformity assessments or the final Declaration of Conformity.

Manufacturer: Holds the primary compliance responsibility. Under PPWR, this is usually the company whose brand appears on the packaged product. Manufacturers must complete conformity assessments, prepare technical documentation and issue the EU Declaration of Conformity.

Producer:  Responsible for packaging waste obligations under EPR — including registration, reporting and fees. The producer is the organisation that first places the packaged product on the market in a Member State.

Importer: Acts as the compliance checkpoint for products entering the EU, ensuring packaging and documentation meet PPWR requirements.

Distributor: Supports compliance through the supply chain by checking documentation, labelling and required information.

What this means for food producers

Many food producers will legally be considered manufacturers, meaning they must gather supplier information, assess final packaging, prepare technical documentation and issue the Declaration of Conformity. Suppliers can support with data, but cannot take responsibility for final packaging design, filling or labelling.

The bottom line

PPWR redistributes responsibilities across the packaging value chain. Compliance will require collaboration — but understanding your legal role is the first step. With the first milestone arriving on 12 August 2026, early preparation is key.
